As inflation continues to reshape the economy, it’s also changing where and how entrepreneurs launch and do business. While coastal tech hubs have long been the top choice for techies to do business, many companies are looking elsewhere to escape rising taxes and property prices.

In fact, major tech companies started this shift years ago. For example, Tesla and Oracle relocated their operations to Texas in 2021 and 2020, respectively, to take advantage of lower operating costs and more business-friendly regulations.

However, Texas isn’t the only place where businesses can find lower prices. Across the U.S., small to mid-sized cities are offering exactly what startups are looking for: lower real estate costs and an affordable cost of living for employees that provides real economic stability and opportunities.

To identify the most affordable cities for tech startups, HostingAdvice.com examined city-level differences in key metrics, including cost of living, employment opportunities, government support for startups, quality of life, and housing affordability across 609 cities in the United States.

Based on a weighted 100-point scoring system, here are the most affordable cities in the U.S. for tech startups in 2026.

Joplin, Missouri, ranks first among tech startup cities. While a small city, Joplin has a bustling business and entrepreneurial community. In fact, the city’s Joseph Newman Innovation Center has helped over 300 businesses launch through its extensive entrepreneurial network and partner programs.

Besides Joplin’s burgeoning entrepreneurial identity, the city has also established an affordable and livable environment for its residents. Its cost of living is 14% lower than the national average, supported by relatively low housing prices, which give residents more financial flexibility and allow entrepreneurs to keep labor costs down.

Thanks to its growing incubator space, affordability, and economic stability, Joplin is emerging as a top contender for tech professionals seeking long-term business growth and stability.

2. Hattiesburg, Mississippi

Hattiesburg, Mississippi, takes second place, thanks to its stable economic foundation. One of Mississippi’s larger cities, the town’s economy is anchored by healthcare, education, and regional commerce industries. It is also home to the University of Southern Mississippi, pointing to a strong research and tech talent presence.

Known as “The Hub City,” the city is also extremely well connected to all major metropolitan areas in Louisiana, Mississippi, and Alabama, with several transportation options available. This gives tech professionals opportunities to commute and network easily within the region.

While Hattiesburg isn’t a large tech hub, its affordability, economic outlook, and employment opportunities allow startups to operate with lower overhead expenses and scale with more security and confidence.

3. Fort Wayne, Indiana

Fort Wayne, Indiana, ranks third for tech startup cities for its workforce accessibility and affordability. One of the larger cities in the top five, Fort Wayne offers the benefits of a metropolitan without the high costs of living and working in one. Its relatively low cost of living is supported by affordable housing and low living expenses.

The city is about a 20-minute drive from Evansville, Indiana — the educational, cultural, and commercial hub for the Indiana, Kentucky, and Illinois tristate area. Henderson residents often commute to Evansville for work in IT, engineering, and healthcare, reflecting a diverse economy.

Henderson also stands out for its affordable living and housing costs. Its affordable prices provide startups with greater financial flexibility, helping teams run their businesses and live more affordably. Together, these characteristics help secure Henderson’s spot at the top of the rankings.

‘The Most Affordable Cities for Startups’ aims to identify cities that offer a conducive environment for startup growth, focusing on affordability and support systems. A total of 609 cities were analyzed based on various metrics that reflect cost of living, employment opportunities, government support, quality of life, and housing affordability. The methodology employed integrates data from reputable sources such as the Bureau of Economic Analysis and the U.S. Census Bureau, ensuring a robust and comprehensive assessment of each city’s viability for startups.

Data & Sources

Data for this study was sourced from five primary agencies: the Bureau of Economic Analysis, U.S. Census Bureau, Bureau of Labor Statistics, SBA Open Data, and CDC PLACES. These sources provide reliable and current statistics that are essential for evaluating the economic and social landscape of each city. The metrics derived from these sources were selected to reflect critical factors influencing startup success, such as living costs, job availability, and government support, ensuring that the analysis is grounded in empirical evidence.

Scoring Approach

Each city was scored based on a weighted point system across five key sections: Cost of Living, Employment Opportunities, Government Support for Startups, Quality of Life, and Housing Affordability. Metrics within each section were assigned specific weights reflecting their relative importance to the overall ranking. Lower values in metrics indicating cost and health are scored favorably, while higher values in metrics related to employment and support are also scored positively, ensuring a balanced representation of each city’s attractiveness for startups.

Caveats

While this study provides valuable insights, it is important to note that not all cities may have complete data for every metric, and missing data was penalized in the scoring process. The analysis is also limited to the cities included in the dataset, which may not capture emerging trends in regions outside of the selected cities. Additionally, external factors such as economic fluctuations and policy changes may influence the current rankings over time, and thus, the results should be interpreted with caution.

The Regional Price Parity (RPP) metric measures the relative price level of goods and services in a region compared to the national average, where the U.S. is set at 100. A lower RPP indicates a more affordable cost of living, which is crucial for startups looking to minimize expenses. In scoring, lower RPP values are favored, enhancing the overall score for cities with a lower cost of living.

2. Median Gross Rent— Single Weight
