But where you live may have more to do with your internet satisfaction than you think. Regional economic and social factors can affect internet access, creating gaps in service even among neighboring cities.
The thing is: These disparities don’t just cause frustration; they have real consequences. Unreliable or costly internet can limit access to opportunities and digital skills, leaving some towns better positioned to advance and connect digitally than others.
To identify where residents can find the best internet service for their buck, HostingAdvice.com examined city-level differences in internet connectivity and digital readiness across 297 small U.S. cities.
Based on a weighted 100-point scoring system, here are the best and worst small U.S. cities for reliable, affordable internet service in 2026.

“It’s not just because the populations in places like Lexington and Naples are affluent, but that the work-from-home population clamors for better internet quality on top of their already excellent service,” says Joe Warnimont, Senior Analyst at HostingAdvice.
“As a result, everything compounds: The cities lower on the list put less pressure on ISPs, so there’s less competition, which leads to lower quality internet and higher prices in that area. The reverse is true for cities high on the list.”

Best and Worst Small Cities for Internet Access
A Closer Look at the Top 5 Cities
A clear pattern emerged among our findings: The cities near the top not only reported higher levels of reliable internet access and adoption, but they also showed high rates of continued education and digital literacy among residents.
This reveals a correlation between post-education levels and quality internet service, suggesting increased internet demand among highly educated, digitally engaged people.
1. Lexington, Massachusetts
Lexington, Massachusetts, emerges as America’s best small city for reliable internet, thanks to its exceptionally strong community engagement and digital literacy score (67.22), the highest among the top five, as well as its solid performance in affordability (79.41).
While its internet accessibility score (48.30) is more moderate than that of other small cities on the list, its strong affordability and digital literacy output suggest that residents not only have internet access but are highly capable of connecting online.
The city also reports high levels of post-secondary education among residents, which correlates strongly with increased internet usage and digital proficiency. A solid economic performance (59.89) further reinforces its ranking, suggesting fewer financial pressures and helping to secure the city’s top ranking for accessible internet.
2. Naples, Florida
Second place goes to Naples, Florida, primarily due to its outstanding economic score (80.32), which outranks every other city on the list. Its strong economic performance indicates high income levels and low unemployment, suggesting the financial capacity to afford quality internet access among residents.
Naples also posts strong scores in community engagement and digital literacy (80.32), while maintaining moderate affordability (69.84). This points to a digitally engaged community that benefits from an affordable broadband infrastructure within the city.
Although its internet accessibility score (42.07) is lower than that of the other top five, its exceptional economic strength and strong digital engagement offset this, supporting its second-place ranking.
3. Verona, Wisconsin
Verona, Wisconsin, ranks third due to its strong performance across all categories, particularly in community engagement and digital literacy (57.7) and economic factors (55.5). A high internet access rate of 95.87% also indicates widespread connectivity.
While Verona is a smaller city of less than 6,000 people, it shows relatively high levels of education, computer ownership, and remote work participation. This all points to a digitally literate community that not only actively engages with the internet, but also demands it.
Verona’s solid internet quality and accessibility also contribute, ensuring residents receive consistent broadband access to support their needs. Together with strong economic environment metrics, these factors support the city’s high internet access scores.
4. Aspen, Colorado
Aspen, Colorado, takes fourth place. The city received a particularly strong economic score (65.61), reflecting high income levels among residents. Solid affordability scores (77.86) reinforce the city’s financial capacity, making internet and digital products even more attainable for residents.
Strong digital engagement (57.51) also contributes to the city’s performance, indicating a digitally active community primed for internet access. While Aspen may score lower in internet accessibility (45.25) than others on the list, its economic strength and digital engagement still enable it to offer a strong digital environment for its residents.
5. Stanford, California
Stanford, California, rounds out our top five list with a particularly strong community engagement and digital literacy score (66.13), second only to Lexington, our top city. The college town, home to Stanford University, scored well across the measured categories.
A strong internet accessibility score (47.19) suggests widespread internet adoption among Stanford households and students. While Stanford’s affordability score (69.78) is more moderate, it performs well on economic factors (61.80), helping offset financial pressures.
Located in Silicon Valley, Stanford benefits greatly from a highly educated, digitally engaged populace that helps drive high broadband adoption, widespread computer ownership, and reliable internet quality within the city.
It’s clear that your internet service can vary from excellent to less than ideal depending on where you live. While you don’t have to live in an affluent city to receive a reliable broadband connection, our study reveals that these communities tend to perform better service-wise due to their consistent demand and fewer affordability pressures.
However, we can’t ignore the service gaps. Differences in reliability threaten digital equality, potentially causing some Americans to fall behind in digital skills. To keep people connected, we need reliable internet nationwide.
