Despite making unprecedented technological advancements over the last two decades, the U.S. remains unequal in the one thing powering it all for consumers: broadband internet access.

According to Spectrum, a broadband connection is a high-speed, always-on internet service that transmits data across long distances. Yet, for millions of Americans, the words “high-speed and always-on” sound less like a guarantee and more like an unmet promise.

Depending on where you live, pricing and infrastructure availability can make consistent, high-performing internet access more or less of a reality, leaving some communities better positioned to receive reliable connectivity than others.

This study ranks 384 of America’s small cities across three key dimensions to identify where Americans can find the best digital connectivity, and the results show that it may be less about geography and more about economic and digital makeup.

Based on a weighted 100-point scoring system, here are the best small U.S. cities for broadband access in 2026.

1. Woods Hole, Massachusetts

Woods Hole, Massachusetts, ranks first among small cities for broadband access. Nestled on the Cape Cod peninsula, Woods Hole is a small, tight-knit community that excels in broadband access.

Despite having the lowest median household income among the top five at $71,724, Woods Hole achieved a perfect 100% internet access rate, proving that strong connectivity levels are possible even in communities that don’t report exceptionally high incomes.

2. Bayside, Wisconsin

Bayside’s strong internet infrastructure is also evident in its 96.8% internet access rate and 100% high-speed coverage. These metrics point to widespread broadband service availability throughout the community. Thanks to a combination of strong infrastructure and household prosperity, Bayside is able to maintain one of the most favorable internet ecosystems in the Midwest.

The city combines strong internet access with relatively favorable service pricing, reflected in its lower regional price-parity score. Together with its strong median household income of $115,108, Woodway demonstrates how favorable pricing conditions and strong income levels work together to support widespread and reliable internet adoption.

A strong internet access rate (96.3%) and service availability score reinforce its positioning, pointing to reliable internet infrastructure for residents. Its balanced performance underscores a favorable environment for internet access, allowing its community to stay connected for work, education, and everyday activities.

The methodology below explains the data inputs, scoring approach, and weighted metric framework used for this ranking. This ranking was generated in June 2026, using a weighted composite scoring model.

Overview

The ‘Best Small U.S. Cities for Broadband Access’ study aims to analyze the disparities in internet access and pricing across 384 small cities in the United States. By examining various metrics related to internet availability, affordability, and economic factors, this research seeks to provide a comprehensive understanding of the digital divide that exists in these urban areas. The methodology is designed to ensure transparency and reproducibility, utilizing reliable data sources such as the U.S. Census Bureau, Bureau of Economic Analysis, and FCC Broadband Data.

Data & Sources

Data for this study were sourced from reputable organizations, ensuring high-quality and accurate information. The U.S. Census Bureau provided metrics related to internet access and household demographics, while the Bureau of Economic Analysis contributed economic indicators such as GDP per capita and median household income. Additionally, the FCC Broadband Data was utilized to assess broadband availability. These sources were chosen for their reliability and relevance to the study’s objectives, allowing for a robust analysis of internet pricing and access in small cities.

Scoring Approach

The scoring approach for this study involves a weighted system that allocates points across three main sections: Internet Access and Affordability, Economic Factors Influencing Pricing, and Infrastructure and Service Availability. Each section comprises various metrics, with some metrics weighted more heavily than others to reflect their significance in assessing the digital divide. Higher scores indicate better conditions regarding internet access and affordability, while lower scores in certain metrics, such as Regional Price Parity, signify more favorable pricing conditions. This multi-faceted scoring system allows for a nuanced understanding of the factors influencing internet access and pricing.

Caveats

While this study provides valuable insights into internet pricing and access in small cities, it is important to note several caveats. The analysis is limited to the data available from the selected sources, which may not capture all nuances of local conditions. Additionally, the study focuses on small cities, and findings may not be generalizable to larger urban areas or rural regions.
